This report is made under s 31 of the Ombudsman Act 1974
and sets out the findings and recommendations made in the NSW Ombudsman's final report to the Department of Communities and Justice (DCJ) on 30 April 2021, after an investigation into 3 strip searches conducted at Frank Baxter Youth Justice Centre (the centre). The report also addresses a number of related issues, such as the appropriateness of strip searching young people in youth justice centres, as well as the need for a digital record of all searches requiring the removal of some or all of a young person’s clothing.
