Paul Miller PSM (he/him) 

Ombudsman

Paul was appointed Ombudsman in May 2021 having acted in the role since August 2020. Paul joined the Ombudsman’s Office in April 2019 as Deputy Ombudsman- , Reviews, Investigations and Community Services, and Community and Disability Services Commissioner. Paul has previously served as a Deputy Secretary with the NSW Department of Justice and the NSW Department of Premier and Cabinet.

Kate Anderson

Senior Deputy Ombudsman, Complaints and Investigations

BA, LLB, GDLP, Solicitor of the Supreme Court of ACT

Kate commenced as Senior Deputy Ombudsman, Complaints and Investigations in October 2025, joining the Ombudsman’s Office from the Commonwealth Ombudsman where she was Senior Assistant Ombudsman, National Student Ombudsman.

Kate brings over 15 years of experience in regulatory, compliance and legal policy roles, including extensive leadership of complex complaints, investigations and stakeholder engagement functions across the Commonwealth Ombudsman, the Fair Work Ombudsman and the Attorney-General’s Department.

Chris Clayton (he/him) 

Senior Deputy Ombudsman, Systems Oversight & Reviews 

MALP, BComm, GradDipCA, GradCertIA, CA 

Chris was appointed Senior Deputy Ombudsman, Systems Oversight & Reviews in June 2025, having commenced at the Ombudsman’s Office as Chief Operating Officer in August 2021. From November 2024 to May 2025, Chris was appointed Acting NSW Information Commissioner and CEO of the Information and Privacy Commission by the Attorney General and the Minister for Customer Service and Digital Government.

Prior to working at the Ombudsman's Office, Chris had an extensive career at the Audit Office of NSW where he held a range of executive positions. This included supporting the Auditor-General in oversighting audit quality, provision of audit-related technical support, innovation of audit practices and corporate governance functions.

Chantal Snell

Senior Deputy Ombudsman, People, Performance and Sector Improvement

Chantal commenced as Senior Deputy Ombudsman, People, Performance and Sector Improvement in October 2025, joining the Ombudsman’s Office from Corrective Services NSW where she was Assistant Commissioner (Executive Director), Delivery, Performance and Culture.

Chantal has more than two decades of experience across government in both the UK and Australia. She has held several executive roles with Corrective Services NSW, including her most recent role as Assistant Commissioner. In this capacity, Chantal oversaw cultural transformation and staff wellbeing, professional standards reform, governance, staff development, quality assurance, risk, data, AI and digital capability uplift.

Andre Castaldi (he/him)

Deputy Ombudsman, Complaints Resolution

BA (Hons), Juris Doctor, Solicitor of the Supreme Court of NSW

Andre commenced as Deputy Ombudsman, Complaints Resolution in September 2025. Prior to this he fulfilled a range of executive roles at the Office of the Australian Information Commissioner, including Assistant Commissioner, Dispute Resolution and General Manager, Privacy Case Management. In these roles Andre oversaw privacy complaints, strategic investigations, data breach notifications, conciliations and determinations functions.

Andre’s professional career commenced in media, including as a documentary filmmaker, before practising in areas of corporations, privacy and commercial law.

Josh Faulkner (he/him) 

Director, Corporate Services

Josh Faulkner joined the NSW Ombudsman in August 2023 to lead the Corporate Services branch. He brings over 15 years’ experience working across NSW Government, having led teams in corporate communications, human resources, organisational development, and transformation, across multiple agencies. More recently, he has been acting as the Chief Operating Officer at the NSW Ombudsman, where he has played a central role in developing the organisation’s new five-year strategic plan, refreshing our values and reshaping the executive leadership structure.

Previously, he was a senior executive at the Department of Customer Service, where he headed the Employee Experience team and delivered programs in leadership, inclusion, and workforce performance and capability.

Amie Meers (she/her)

Deputy Ombudsman, Complaints Resolution

BA, LLB, Solicitor of the Supreme Court of NSW

Amie commenced as a Deputy Ombudsman, Complaints Resolution in September 2025 and was previously a Principal Investigator in the Investigations & Major Projects Branch.

Amie has held various roles at the Commonwealth Ombudsman, including across complaint-handling, complex investigations and strategy functions. Prior to working in government, Amie was the head of a national peak body and practiced as a lawyer in housing, social security and administrative law.

Tom Millett (he/him)

Deputy Ombudsman, Public Interest Disclosures and Complaints Handling System Oversight

BA (Hons), LLB (Hons)

Tom commenced as Deputy Ombudsman, Public Interest Disclosures and Complaints Handling System Oversight in September 2025. Tom has worked in the office since 2006, with a period at the Law Enforcement Conduct Commission from 2021–23. He has worked across a range of areas, including police oversight, project and corporate roles and as Executive Officer to two former Ombudsman. Most recently, he was the Manager of the Complaints Handling System Review Unit.

Sanya Silver (she/her) 

Deputy Ombudsman, Investigations and Major Projects 

BA (Hons), DipGov (Investigations), GradCertBus 

Sanya was appointed Acting Deputy Ombudsman in October 2021 and was appointed to the position of Deputy Ombudsman, Investigations (previously Investigations & Major Projects) in January 2023.

Prior to this role, Sanya had been in several senior complaint-handling and investigation management roles within our office. Most recently she was Investigation Manager of the Investigation Team, established to lead complex and systemic investigations across the Ombudsman’s public sector and community services jurisdictions.

Megan Smith (she/her)

Legal Counsel

Bachelor of Science (Psychology) (Hons), Bachelor of Laws (Hons), Solicitor of the Supreme Court of NSW

Megan has been the Ombudsman’s Legal Counsel since February 2016. Megan is the principal legal adviser to the Ombudsman. She manages the provision of legal services to the office and litigation involving the Ombudsman.

Before joining the office, she was a solicitor at a large commercial law firm working in dispute resolution and as a professional support lawyer. Megan has also worked as research assistant to judges in the Supreme Court and co-authored a textbook on equity.

Alex Kitchen (he/him)

Director, Strategy, Governance, Risk & Data

BA (Hons), MSc

Alex joined the NSW Ombudsman on 27 October 2025 as Director Strategy, Governance, Risk & Data. The purpose of this role is to enable effective organisational decision-making, performance, and resilience. Prior to this in NSW, Alex held executive roles at NSW Reconstruction Authority and worked at the Premier’s Department. Originally a UK Civil Servant, Alex has a background in national security and international trade.

Helen Wodak (she/her) 

Deputy Ombudsman, Monitoring and Review 

BA, LLB, Solicitor of the Supreme Court of NSW 

Helen was appointed Deputy Ombudsman, Community Services Monitoring & Reviews (previously named Deputy Ombudsman, Monitoring & Review) in March 2022. Helen has been working with our office since 2013, when she joined as Principal Investigator in the former Community Services Division. Helen then headed our Public Interest Disclosures team, before being appointed as Acting Deputy Ombudsman, Projects and Systemic Reviews Branch in August 2021.

Prior to joining our office, Helen worked with the then NSW Department of Attorney General and Justice, and with the North Australian Aboriginal Justice Agency in Darwin.
